Hi all! It's me again with another needy question! 
Okay, I feel that I'm back into the proper swing of things now, and have started exploring the Fleet Store. Even back during my most active, I never actually made use of it. I recently purchased a pair of Buffs/Assets for Engineering and need to know how to use them. My understanding is that I can only use them on Starbase-related PVEs. I tried to activate one during a pug match (I was playing solo at the time), but could not get it to activate. I believe it was Starbase Fleet Defense. I tried equipping it like a consumable on my ship, but it would not let me. I left it in my inventory and assigned it to a slot on the ability tray, but it remained grayed-out and unclickable. Do I have to be on a team prior to entering the Fleet Action? Do a certain number of my Fleet mates need to be in the match? Or did I just have some kind of weird glitch?

If the PVE you mention was indeed Starbase Defense, then I'm not sure why you weren't able to use it. You should see a buff icon on your char titled "Operational Assets Active" when in these PVEs to signal that you can use them?
Incidentally, they aren't really worth it in my view. They cost a lot, use a provision, and can only be used in specific PVEs which are laughably easy. So its a bit of a waste.
