Can't commission Photonic Eng BO?

I purchased a Klingon Photonic Engineering Bridge Officer Candidate on the Exchange. When I try to commission him, nothing happens. Yes I do have open BO slots available. What is the problem / What am I doing wrong?

    I've heard mention of a similar problem with the mirror Leeta BOFF. something about too many of a unique category...?​​

    Negative on the wrong faction. My toon is a KDF Klingon & the Photonic Eng is KDF as well. He has the KDF symbol not FED.

    I've double clicked on the BO & tried using the Commission icon as well. When I get the Join menu and choose join, nothing happens.

    Thanks for the info neomodious. Here is what I discovered.

    I originally purchased 4 photonic engineer BOs off the exchange on one character. I therefore had 4 photonic BOs in my BO Candidate Queue. I wanted all 4 on one Away Team. Problem was I couldn't commission any photonic engineer. So taking Neomodious' info, I placed 3 of the BOs in the mail.

    That left me with only one photonic Engineer BO in my Candidate Queue that I was ABLE to commission. I then removed the other 3 BOs from the mail & tried to commission them. That didn't work.

    So if you're interested in the Photonic Engineer BO, be advise that you can only commission one per character.
