While a camera can be useful to Enigma when access to one is available, it doesn't need one to see the world. What it primarily relies on is sensor data. Using this data, it renders in real time a kind of virtual representation of the area within range. It can then place a "virtual eye" into this "virtual world" which can move around freely. This means that when a subject becomes obscured by an object all Enigma would have to do is to reposition its "eye" to reaquire the target (if they're still within range of sensors).

I imagine this character to basically be an Illusive Man and Shadow Broker rolled into one if that makes any sense (did not create Enigma btw).

The Facilitor: "You could say that I am the representative of the one behind the curtain."
Guris: "A representative? I've been brought here only to speak with a representative? You people know how to wast one's time."
The Facilitor: "What little you have left I'm afraid."
Guris: "What is that suppose to mean?"
The Facilitor: "You've stolen some highly sensitive information from us, and planned to share it. Will you explain why?"
Guris: "Stealing? From you? You think I would- I don't know who you've been talking to but they must be lying. I've done everything you've asked for. More, even. I'm the reason your organization can keep tabs on the Orion Syndicate. I'm entitled to a certain level of trust here."
The Facilitor: "Your record is rather exemplary. That's why you've been given the chance to explain yourself."
Guris: "Well it wasn't-"
*several holo-images materializes*
The Facilitor: "Don't exercise your talents as a liar to us Guris. We know all there is to know about you. Your professional hacking skills. Your gambling vice. The family you love."
Guris: "My family?"
The Facilitor: "On Mol'Rihan I believe. Wasn't that the deal with Romulan Republic intelligence? Their safety for your services. Since they know little of your work no harm will come to them."
Guris: "Who are you?"

But first, a few key players need to become more... manageable. You were working for one of them, and we've let you. But your recent activities, among other things, suggest you are become a loose cannon. Uncontrollable. Someone we cannot tolerate. Someone the new order cannot tolerate."
Guris: "You're seeking galactic domination. I've seen it all before. Just recently too. You're no better than the 'chaos' you're trying to control."
The Facilitor: "Domination implies overt control. History shows that this has always resulted rebellions. Our methods are more covert. Precise. Controlled. Effective. No one will ever have to know."

The Facilitor: "And they will be dealt with. I assure you."

The Facilitor: "So that you will understand what it is you have died for."

Enigma is suppose to be an attempt at a 25th century Machine/Samaritan (though not as omnipresent since space is very, very big).
