Kobali Prime Datacore open mission trigger

Does anyone know how to trigger this mission? Ever since it released I just stand there at the first point endlessly until it just randomly seems to start. Sometimes a group of us will sit there waiting.

If you're referring to the last 2 missions that give out the data cores / power cells, there's a terminal outside where the general is where you can replay various missions. So you take 2 of them from the final Act. They're on a 30 min cool down. So to get 2x both the data cores and powers cells, you can take the missions once yourself and then you have to wait for the 30 mins or until someone else takes them.
