There is no reason that standard equipment purchased on the exchange should be bound to any character. It should be bound to account. The only exception to this would be reputation gear. If you got it through the fleet or through the rep system, bind it to character. But bought on the exchange? Give me one good reason why a beam array I bought on the exchange for EC should be bound to character, just one. Once you upgrade to fleet equipment the only thing you can do with it is vendor it. If you can pass EC back and forth across your account, you should be able to do the same with your EC gear.

First, traditionally Cryptic had long been for Character Bound stuff.
Later, I'd say within the last year or two, Cryptic had been introducing Lockbox Weapons that were Account Bound, which was a big deal. The first to do this was Undine AP. Everything else prior was Character Bound.
But every now and then Cryptic went back to Character Bound Lockbox Weapons. Coalition Disruptors from Year in Hell Lockbox broke the string of Lockbox Weapons being Account Bound and were Character Bound. Some guys realized this too late when that box was new when they were toying with it on a different character. But right now, Herald AP is back to account. So you can see Cryptic going back and forth on this issue.
Lastly, with Delta Rising and the revamp to Crafting, Cryptic made crafted gear Account Bound, which was a huge plus.
Outside Reputation & Fleet gear, most everything is Account Bound. This excludes the early Lockbox Weapons and a rare few exceptions in the later ones.
