Since we only get partial pieces... I've come up with a means to approximate the rest. It's not perfect, but it's close enough for you to get the idea, and to know at-a-glance what it's supposed to be.
The top row are defaults at each rank/level (screen-capped from Foundry); the second row is my approximation. I have the 24th C. Romulan costume set... but if you don't have it, you can simply leave those items out without affecting the look too much.
Note: This only works for KDF allied Romulans...

I never noticed where were boots with that pattern (the higer ranking ones) before.
yeah this says it
Eh, the Romulan sub-forum is usually more about debate than trolling. And it'll always depend on the nature of the post. Something like this, where you've tried to use the game's limited Romulan uniform options to develop additional things - yeah, that'll get you a good response from all corners of the Romulan polity
Tal'Shiar/Reman Resistance/Romulan Nemesis uniform, pls.

Praetor of the -RTS- Romulan Tal Shiar fleet!
I think the uniform/rank color was just variations on a theme (shades of gray) with special characters getting special colors, like Janek's purple tunic.
I extrapolated, based on in-game resources, that the sash and shoulder pads indicate career/position: purple for Tac, brown for Eng, and green for Sci. Shoulder pads, seems to indicate starship commander & up. With career-colored pads (purple in my example) being used for "Captain" equivalent, black for flag officers (SubA-VAdm) and Red for senior leaders (Adm & FAdm). It's not a perfect match because the rank/titles used for NPCs with the sash and/or shoulder pads are used inconsistently. We've seen both Commander and Subcommander with sash-only and shoulders-only. We've seen Commanders with shoulder-pad only as well as pads & sash. Taris even wore a modified Uhlan uniform. But I think my example is a fairly close approximation of Star Navy to Starfleet rank equivalences, showing a more stable progression through the ranks.
