Nope, if you dismiss a ship bought with a Free Ship Token from Rank-Up or with Dilithium, it's gone for good and the only way to get a replacement is to pay for it.

Oh well, maybe if/when the new "Drydock" feature that's been discussed in other threads comes out, buying "Dil-ships" will become a more viable option.
