They seem to be slowly removing any need for Aux2Bat builds with all kinds of cooldown reducing traits. I suppose they figure that the 15 second of cooldown is enough for everyone.
This trait particular might theoretically be interesting for a tank - if you ignore the tank because he's harmless but hard to kill, he'll spam you dead with BO abilities. Not sure if it will really have much of an impact, of course.

It's a fine trait, but frankly, not really needed unless you're going for boff ability overkill.
Yeah...so many ways to reduce cooldowns already...between various boff abilities...already traits that reduce (Sci and Tac, plus don't need to be 80%+ hull) but I'm sure people will eat it up and when it hardly has much effect I'm sure people will complain that it should be lower like 70-60%...

so in other words, nobody can actually tell at this moment what it actually does other than reducing CD. I'd say knowing the amount of reduction is pretty damn important to know before making any comment on the trait.
I'd guess reduced by a few sec. I'm more interested in the Quas trait. Getting a hull heal every time you use a shield heal seem pretty nice. But it depends of the strength of the hull heal.

Right, but do you really activate Shield heal powers more often than once every 10-sec? So something that happens once every 10 sec is going to happen most of the time.
Good luck being above 80% all the time unless it's pre-made...and in that case you were probably dominating in the first place without it.
Dedicate a small portion of your gear/traits/etc. to tanking instead of DPS and its not a problem to stay at full health even tanking Tac Cubes in an Escort while still putting out over 50k dps.

It's not hard for science and tank veteran players to stay above 80%. Let's not forget that nowadays people can have procs random period of immunities adding up to 30~40 seconds per minute.

My Breen ship pretty much stays above 80% all the time without effort with all the heals procs going off left and right, added to the Pilot spec immunities.

every 5 seconds BOFF abilities will have their cooldown reduced. it doesn't say if it's reduced by a static amount or a percentage.

And that is just off the top of my head.
