Am i missing something (intel specialization)

i have unlocked and payed for the intel fleet and the precision offensive, and it isnt in my powers list?

am i misunderstanding, are they passives or something?

You have to have intel spec set as your primary

Primary = access to all Tiers of the specialization

Vs

Secondary = access to Tier 1 + 2 only.
