Bridge officer comission error

I notice an issue when you transfer to the space map in the tutorial the Bridge office is in your inventory and not the officer commission list of the Stations tab. Also, the "use" option when right clicking on the office does not work. After transferring the officer to the commission slot, it will not open the launch window to add the office to the roster.

After playing the first two missions after the tutorial I now have two more officer that have the same exact issue. I have tried logging the character out and that did not work.
