Join the channel "NoP Public Service" and ask for the appropriate faction starbase tier invite. Provided you have the permissions in your own fleet to buy from the ship stores, you can get an invite from one of the fleets helping out there but the provision is still charged to your fleet. They're very helpful there. And as a sign of support to your original fleet, make sure you help keep the fleet provisions stocked in the projects.
Unless things have changed recently, you have to be a part of a given fleet to have access to their shipyards, so you can't do it without leaving your current low-tiered fleet. It's still possible and worthwhile, but more involved than just getting a map invite, as you have to find a fleet willing to have you join and gain provisioned access (NOP would probably be one of the better places to ask for it), leave your current fleet, join the new one, buy ship, leave and get re-invited to your old fleet (most fleets will probably let you do this, make sure to ask before leaving and have someone ready to invite you back, and promote you back to your old rank).

If you owned the Haakona (a.k.a. the C-Store Ha'apax Retrofit) then that T5 fleet would only be one fleet module. But you don't want that ship anyway. You want the T6 version, which is not available yet. If you *did* own the Haakona (which is the only way to get the separation module, btw) would you have mistakenly bought the T5 fleet version, then come on here complaining that you were 'tricked' into buying a worthless T5?
And there have been quite a few Fed and KDF ships released exactly like this. In fact, it seems far more common for the fleet version to be released later than not.

Im a competative PvPer (yes we do still exist) and sorry for wanting to try out another ship, sadly unless its the fleet variant it just wont be able to line up againt the other ships i come up against..well not the ones worthy of a challenge that is. but hey high 5 on the valuable opinion.
