Have looked at the Guramba for ages thinking, 'wow that would be a nice ship, if only it had a current end-game version'. Okay, so Cryptic now adds not one but TWO version (Kolasi and Fleet T6). Very nice and thank you!
Now here is where my ignorance kicks in. I've never owned a Guramba *or* any Spinal Lance type ships. So I look at the stats for the 3 new ships, and what it appears to me (on paper) is:
Fed: Cruiser, 46-53K Hull, 1.0 Shield, Turn 6, Cruiser Commands, 4/4 weapons, 4 device, typical beam array/broadside setup with situational lance use. Consoles allow cloaking and the 2-pc set bonus.
Romulan: Warbird, 46-53K Hull, 1.05 Shield, Turn 5, Battle Cloak, 4/4 weapons, 4 device, typical beam/broadside with situational lance. Consoles allow separation and 2-pc set bonus.
KDF Kolasi: Destroyer, 36-42K Hull, 0.9 Shield, Turn 15, Siege Mode, 4/3 Weapons, 2 Device, Escort style setup, Siege Mode/chargeup to use Lance/Javelin. No extra console, no cloak, no 2-pc bonus.
To me, that looks like 25% less hull, 10-15% less shield, 1 less rear weapon, half the devices, no cloak, no 2-pc set, no other console. In return, you get destroyer maneuverability, a Siege mode that has to be activated to use your lance, a chargeup time for that lance/javelin, your maneuverability cut in half while you are in that Siege mode.
Possibly due to insufficient ship knowledge, this looks to me like "way more disadvantages than advantages". More detail on Siege mode transform (does it take time, does it put a delay into weapons fire/tray powers?), Javelin charge-up (how long?), and the relative advantage of Destroyer maneuver on a ship that cuts that in half to use the main weapon vs the extra weapons, cloaks and consoles of the other two.
Do the Fed and Romulan versions sacrifice anything to use their lance? (Maneuverability, delays, charge time?)
I get that the Kolasi has a more 'Tac' design for consoles and boff seating, but it was my understanding that 4/4 broadside setups were pretty strong in the DPS area. Is the tac design that much more valuable?
If anyone could enlighten me on how it actually does hold its own, or the hidden advantage of Siege mode, I would appreciate it. Also, would it not have been possible to release/design a console for the T6 Fleet version so that it would have comparable options to the other two?

No they don't but both of those ships are whales so they'd have a hell of a time getting those Lance's in a good arc without having to use RCS consoles up the wazoo.
No Fleet ship has ever came with a console and besides the set bonus is rather tame...this isn't the first time a KDF T6 upgrade has been without a set either.

By adding power drain to the attack, does that mean the target is getting drained, or is it the Kolasi that's taking a power level penalty?

And make no mistake, it is nothing but a beam overload (even triggers the cooldown) with a fancy animation and all the wonders it does to your weapon power. Ah, and siege mode is of course on CD once the Javelin shot drops you out of siege.
In short: the Javeline will phook your DPS good in exchange for a pretty animation and one big number.
That beeing said I'll still buy it, since my Nausicaan char was once created to fly the Guramba.

Also something that hasn't been mentioned yet is the Ship masteries 1 through 4. the set for destroyers are arguable the best combination in the game if you're seeking dps. The Yamjato is stuck with the generally considered junk mastery 'rapid repairs' and a few tanking ones, the kara gets the singularity charge reduction and tanking masteries.
The Kolasi gets a big leg up in those terms.

we could have wished for more, like 5-3 weapon setup or 4-4 and the hangar, but the ship is in every measurable way superior to the old one, which was a beast.

Destroyer, Escort, Raptor, same base point, minor flavour differences. Destroyers are typically just a little heavier than escorts, and different mastery set, not much else different there.
So yea if you want to get technical the kolasi is not an escort, but in the broader sense it is still an escort styled ship, which is what most people mean when they call it an escort.
