Anyone in athority tell me why STO does NOT allow or offer combining accounts?
I have a strange addiction to collecting toons in almost any game I've played. Currently
I have 17 toons (on 6 accounts) and would love to combine them into 2-3 accounts.
Yes, I'd pay to add the spaces to the accounts to make room for them. I might even pay
(depending) to have the service to transfer them. How about it, anyone game to make
more money off me?

From a commercial point, and there is in this case no other point, you are right. You tried the game as it is free to play and now you are here to stay and pay. So a character account transfer or an account merging future would be welcome.
People will oppose this saying that power levelers, goldsellers etc. will abuse such features, blablabla. So what, will it end the game? end the world? start a new crisis?
The odds are not with you. Not because the ones that oppose it, but I think there are not many like you. Most multi- character players will have bought slots.
Second, how would they deal with toons that have an account-wide unlocked items (like ships) on one account that haven't been unlocked on the account they're moving to? Let's say Toon A is going to move from Account A to Account B. Account A has the Patrol Escort Refit unlocked, and Toon A has a Fleet Patrol Escort Refit, purchased with 1 fleet ship module after the Patrol Escort Refit was unlocked for account A. Can Toon A use that ship in Account B? If so, you now have a toon with a ship that has not been unlocked on an account, and people could theoretically make toons with a full roster of awesome ships and sell them for real-world money online to people who didn't unlock those ships. If not, Cryptic now has to delete a ship from someone that they actually spent money on (the fleet ship module).
And who knows what problems this might cause from a back-end perspective.
Also, why did you start so many accounts instead of making new toons on the same account?
You opted to make several accounts in order to circumvent that restriction.
That's fair enough, can't blame you for doing it, but I wouldn't expect Cryptic to put a method in place to help you. The design is for you to purchase additional character slots, if they put a method in place to combine accounts they would never sell another character slot.
I don't see them putting something in place to help you circumvent the intended design.
