Personally, I hope Trendy contacts the larger KDF Fleets directly and design a new BoP that way instead of being an open n00b orgy that it is right now

They're all with the T6 KDF & Rom Science Vessels.
There will of course likely never be a KDF Carrier design contest.
But that doesn't mean that the Fed Tier 6 Carrier will release before they release a Tier 6 KDF Carrier. I think it's not unlikely in fact that they will basically create a KDF Carrier without contest, possibly a continuation of the Vo'Quv, and release it together with the Fed Carrier. Maybe even a RR Carrier on top, so there is a 3-pack.
The Bortasque was also released with the Oddy, but without any contest.
A design contest will swallow a lot more resources than just making a single ship and handling all the design decisions in house. And for the Feds, there is no Carrier with components that would need to be compatible with an already existing Carrier, which gives them a lot of design freedom.
I hope it will be a Vo'Quv as its one of only 5 Klingon ships that can't use the Type 3 hull material (the others are: Hegh'ta / Haj, K’Tanco, Somraw, and Kamarag / K’Maj).

Fishy in-lore explanation is it's size is too massive to be efficiently cloaked, but I don' think that explanation from when the game launched holds any water. But I'm pretty sure it can't cloak, I have a mirror Vo'Quv mothballed and might check to see if I'm mistaken, but since I have the lore explanation in my head I don't think I am.

I think they should go back and fix that then. The Bortas and Bortasqu' can cloak (AFAIA) so to can the D'D, Haap'ax, Scimitar, the command cruisers, the Typhoon and various other large ships, all about the size of the Vo'Quv.

It might have been the fact that they didn't want a carrier to launch pets and then disappear, leaving the other player to deal with the pets and not being able to target the carrier. But balance considerations like that seem so far off in the current state of the game I can only speculate and maybe page some dev (which I don't want to do right now as I don't know whom you'd best bother with that, borticus maybe?) who could clarify.

Oh, and please go back to the TNG looking ships. a lot of the ships now fed side are just, plain, fugly.
the basic rule of any design is KISS. keep, it, simple, silly.
too much will always detract from the substance of the point you are attempting to express.
yes, you want each ship to look unique, but dont subtract from what people, your buyers, expect to get out of this. remember, these are people who enter the game wanting to be kirk and picard, with those ships, because they are ships they can recognize, these are ships they love. it is that style of expression that will win.
frankly I didnt see any of it available to chose from on the page, and it made me sad.
Isn't everything in STO a carbon copy nowadays? I mean, apart for some faction flavor 'touch-ups' like + cloak & crew for KDF and + battlecloak and singularity for Romulans, stuff has been pretty much carbon copy for quite a while now, and not only ships. But especially ships after T6 was intorduced.
Anyhow, I do hope they intend to release a cross-faction carrier 3-pack when the Fed one is ready in order to be fair to the entire playerbase. They'll probably be designs decided in house, but whatever - I never had any complaints about Cryptic's Klingon ship designs which are pretty awesome with the exception of that new T6 black material that makes the ships look like plastic toys, but there always are other hull materials.
And to butt in on the Vo'Quv/cloak debate:
No, the Vo'quv most definitely can't cloak. Yes, the Bortasqu' can cloak but it has a weaker cloak on purpose - can be detected from further away in comparison to the standard cloak. Explanation for the Bortasqu' was that it was huge and because of that it's power output/trail was too high in order for the cloak to "cover it all". No particular explanation for the Vo'Quv, however I suspect they left that to common reason - as in players will come to the conclusion that @angrytarg came to: a ship that constantly launches and receives fighter craft will be more vulnerable attempting to remain cloaked when it's easily detected that to just be visible with full shield systems online. Plus, it's huge. And only Romulans can cloak huge things. Because.......Romulans!!!
Personally, I'm hoping for a T6 Kar'fi. I have way more mileage with that one, due to the unique look.

I particularly want upgraded pets that feature the new specializations. I don't want the Federation carrier to have frigates, like the Vo'quv has BoP. These new factional pets are unlocked by having the new carrier.
I would also like to see the vet shuttles released as pets for Veterans. With a command ability.
Rumors are there's already a T6 BoP, along with a T6 T'Varo and T6 Defiant. If it hasn't already been said before. So they can just skip out asking the KDF side entirely.
Sci carrier? NO DEAL! I'd want a science ship. One that has a secondary deflector slot, 5 sci console slots, a Com Sci boff post, the whole T6 deal that at least the pathfinder got. I'd settle for one and done, as long as they do it right.
Not gorn, not a carrier, not a garbage scow passed off as a science ship so they can use the tired line of "they don't sell well" Well done science ships sell well. Garbage scows sell like garbage.
Not to worry. Being the predictable bunch they are, they're yet again squandering the developer's preferential treatment by zerging for the monstrosity known as Omega. Just sit back, watch, enjoy the show, and laugh, that's all you can really do.
used too with the mask energy sig , swarm of pets. and shuttle doffs launching a tone of shuttles you could sneak up even with the voquv and layin an alpha that was awesome. 6 pets carrier and 6 shuttles . with device pets used also. science fleet and Gravitity well not much could stand up to it in pve. and 1v1 pvp it used to be awesome also.
now lol try any of that and your dead before you can launch the second wave of fighter or BoPs.
