I play at least once a week and most times a lot more than that. I got the Andromeda email. Another fleet mate got it and he plays occasionally. The rest of my fleet did not get the Andromeda email.
I received the free T6 Andromeda email. There was no other email promo received afterward. I haven't gotten another email of any kind from anything related to STO since that last T6 promo email.
Moreover, I find it absurdly unlikely that Cryptic/PWE would EVER be THAT generous as to offer an extra 10 to 1 for a purchase of $10.
Edit: Also, FWIW, I received this email after I had already come back from my lengthy hiatus from the game, though it was close. I think I had only started playing again a week or so before the email arrived on the 11th.
I kind of want this to be true just to see what kind of storm it generates... because I could stomach not getting a free ship and 10 free spec points... (even if it did make me unhappy) but $100 worth of zen for free? That would be a severe kick in the teeth to anyone who plays even semi-regularly...

So it might put them off a bit seeing someone else who hasnt logged in for a long time get something free they themselves had been working towards. It takes 84+ dedicated days of dill grinding to get a 3000 zen ship given the current market. Thats assuming you have one character and not one of these nutty people with 20 alts.

If it makes you feel any better, I'm one of those who only actively plays a single character, and that character happens to be KDF, so while the additional spec points were nice, the Andromeda was practically useless to me, and my KDF is still flying a Hegh'ta.

As someone who recently came back to the game, the email is actually what got me back. Since I said "hey since they're giving me a free ship I guess I'll give it another go". So to me it makes sense to throw a little something out there to older players to bring them back. I doubt they did what the OP claims but a ship isn't too bad.
