Skill and Specialization points

Hello, I just started playing again and so of course I got some grinding to do and I'm wondering what are the best ways to get Skill and Specialization points? I know you get Specialization points from leveling up and such but iv also seen missions that reward them as well. so I'm wondering how many missions there are that you can get them from, also are STF's the best way of getting Skill Points? or is there content that rewards more?

Specialization points are generally only given as mission rewards for your first completion on your account of the most recent Featured Episode each week. At present that's the mission "Butterfly." So far Cryptic has been releasing a Featured Episode about once per month, but it's hard to say if they will keep that going once Season 11 begins. Beyond that and special promotions from Cryptic the only way you're going to get Specialization points is by leveling your character. Fortunately unlike most other MMOs it's always the same amount of Expertise to reach each Specialization Point, so it doesn't turn into a month-long grind for each point down the line.

The "best" way to get Skill Points/Expertise is to keep your duty officers busy. You can have 20 projects running at a time, 23 with certain purchases from the Fleet Spire, try to keep these full as much as you can and start up longer projects when you log off for the night. This requires very little effort and can be pretty rewarding. Other than duty officers, I believe "Patrol" missions are the most common source. Many planets around New Romulus and in the Delta Quadrant have repeatable missions with 15 minute cooldowns. Find a rotation of missions you like that lasts about 15 minutes and you can keep them going perpetually.
