This is a pretty straightforward idea. The Delta Recruit event opened up new side avenues in the 1-50 arc (involving time travel) while encouraging people to roll a new character and seemed to be a big success.
We are nearing the end of major remastering of leveling episodes with the Cardassian arc revamp.
I would like to propose a Delta Veteran event sometime before Season 12 or perhaps in conjunction with the anniversary in February.
This new event would simply be for replaying existing missions (or playing them for the first time) with a wrapper that establishes that all of the episode remastering since launch was the result of the Krenim weapon in Butterfly. There would be new rewards and temporal contact dialogues which cover what happened in the original versions of the missions from when STO launched, explain how the events of Butterfly changed them, and ultimately address how the ending of Butterfly led to the destruction of Romulus again with an official explanation.
This would be positioning Butterfly as the cause for all the game's episode remastering and perhaps even the ESD exterior revamp (even though Q took credit). I think it would be fun. It would be especially cool circa the anniversary. If Kurland is being replaced retroactively, maybe we could even see him fade out of existence. It might also provide an excuse to dig some of the original maps out for an anniversary cutscene/promotional video.

I loved the Delta Recruiting event and would personally enjoy something like this. I would absolutely make a new character for this event if it were to happen.
"He shall be my finest warrior, this generic man who was forced upon me.
Like a badass I shall make him look, and in the furnace of war I shall forge him.
he shall be of iron will and steely sinew.
In great armour I shall clad him and with the mightiest weapons he shall be armed.
He will be untouched by plague or disease; no sickness shall blight him.
He shall have such tactics, strategies and machines that no foe will best him in battle.
He is my answer to cryptic logic, he is the Defender of my Romulan Crew.
He is Tovan Khev... and he shall know no fear."
