Delta Recruitment lasted long enough for me to take 3 characters from 0 to 50+ and I could easily have done 3 more in the time allowed, there was no excuse for anyone playing at the time not to find time to take part if they had wanted to or even for new players to level 1 or more characters even if they started late in the event.
if you are wanting to create a new character you will have to make a regular not a delta.
Did the delta recruits get to play different episodes or were they all the same?
If they offer it again and they have new episodes to play I would make one just to play some new episodes. If it's just new special traits - nope. I have too much to do on my main character to bother leveling up a new one just because they some extra stat bonuses.

they were the same episodes all, just a couple of cut scenes, one when you was given the temporal device by your future self and one when you gave your past self the temporal device and then just some delta tech to pick up in each episode for the rewards, that's why I say anyone who missed it didn't really miss a lot.
then of course I will add that after the event finished delta recruits were no better than regular characters despite many players misconceptions at the time.

maybe it's not the destination that matters, maybe it's the journey,
and if that journey takes a little longer,
so we can do something we all believe in,
I can't think of any place I'd rather be or any people I'd rather be with.
