Tech upgrades

I recently returned to STO after an extensive break (playing SWTOR, where I see most of my former guild have relocated), and I am at a loss with all the changes that have been made. For starters, can anyone please explain how to use tech upgrades? I can fins DESCRIPTIONS of what they are but no WALKTHROUGH. Also, with the new crafting, are the old mats still of any value, or can they be junked/sold?
