For the past 3-4 weeks, the Release Notes section hasn't been updated outlining bug fixes, updates, etc. even though the launcher specifies us to check there for updates. Am I not looking in the right place or is someone over there dropping the ball on posting this? I usually check there every week to see what new features are showing up and what bugs are getting fixed after the servers go down.

I think what happens is that when they close the maintenance thread, they create the release notes thread. But that seems to take a week or so.
You can always look at the latest downtime thread for a link directly to them. However if it's a big thing, I can see about posting them next week if need be. This week I'm just busy.

But itd no wonders. These forums are almost abandoned by the devs. From what I hear they are much more likely to post on reddit or tweet something than post it here.
What the problem could be to just post already written patchnotes where they belong is beyond me. It takes copy&paste 1mib to do it correctly.
Its the same with trendy posting in the "facts" thread like you guys dont need that I'll post all the official stuff" and then we get nothing from her and loads of info in exactly this thread lol.
So yeah communication is even worse than all the lags.
Pretty much. It's actually really annoying. These forums may suck, but they're still the official forums for the star trek online game, I shouldn't have to troll my way through half a dozen social media sites that I have no interest in to get information that should be posted here.

The very simple point is that there is a sub-forum called "Release notes". Either that forum gets removed or it should be used as the name says: for posting release notes.
Also the time it takes to make a new thread and copy/paste stuff in there is like <1min. So there is no actual reason for not doing it.
And to click on the link in the maintanace requires like < 1 second. So no actual reason to not just do that.
