Fleet Research lab sci consoles: activated only by using BOff skills or traits too?

Now with the nerf to embassy consoles coming i was looking at the Research lab Consoles. I like that the boost 2 things so i can keep my Flow caps high and get a few points in GravGens (currently 0)
But i was wondering: the Embassy consoles gave me 2,5 chance with every shot. And it did stack so 4 consoles would mean 10% chance of dealing high plasma damage.
But how does it work for Research Lab consoles? Does it only work with BOff and captain skills or also with traits like energized nanites or the Pilot Spec ability that gives you Temporary HP with attack patterns?
BEcause i have some auto heals and don`t use BOff healing abilities often.
