When upgrading various fleet gear (Spire Tac consoles, Eng RCS consoles, Embassy Sci consoles, etc.) are mods at Ultra Rare and/or Epic level the same or random?
All fleet consoles are already UR from the start (so no mods to be gained there), and don't gain any mods at Epic. The stat boost by taking them to Epic is usually sizable, though.
The rest of the non-console fleet gear gets the standard for the type of item at Epic, [Cp/Rg] for shields, [SS/SI] for deflectors, etc.
Oh yeah, they are UR. Derp. At Epic they get a good oomph, fair enough.
So let's pretend your average RCS console gets upgraded to UR ... are extra mods random?
Standard consoles get no mods on upgrading, only stat boosts. Conductive RCS and Exotic Particle Field Exciters upgrades to UR pull randomly from the same pool as when critting the initial craft, no extra mods for Epic just stat boost (no enhancement to their proc, though, Fleet consoles with procs have the procs enhanced by Mk and rarity).
