I do know that crafted and certain lock box weapons will always outperform fleet weapons but with the damage mod buff, it seems that these may be even more viable for budget builds. My question is how viable? What are the thoughts on this?
I think he means not so inferior to crafted/rep variants.
I'd say the [Dmg] buff helped, but I haven't done any actual testing, I can only tell you what I know based on recent patches.
"He shall be my finest warrior, this generic man who was forced upon me.
Like a badass I shall make him look, and in the furnace of war I shall forge him.
he shall be of iron will and steely sinew.
In great armour I shall clad him and with the mightiest weapons he shall be armed.
He will be untouched by plague or disease; no sickness shall blight him.
He shall have such tactics, strategies and machines that no foe will best him in battle.
He is my answer to cryptic logic, he is the Defender of my Romulan Crew.
He is Tovan Khev... and he shall know no fear."
I was thinking of doing an all fleet build for my Delta Recruit just because I want him to be STF viable without having to sink a ton of dil into upgrading crafted and rep parts...especially rep parts. I want him to be viable for Adv STFs and thought fleet could be the way to go but was wondering as to whether it would be "good enough".
Regardless of [Dmg] performance of late, there is still one undeniable disadvantage for Fleet equipment:
Higher cost to upgrade rarity.
You can't do the old trick of crafting a good rarity, low mark crafted item and hope for lower cost rarity upgrades at lower tiers. The lowest Mk you can get for any Fleet equipment is X, but not sure if you can do even that for Fleet weapons (been forever since I looked in Fleet weapon store). If not, then stuck to start at XII. Trying to get the rarity upgrades at higher Mk is what kills your dil.

You are stuck on your rarity, not MK XII. And its not really worth upgrading an UR-Weapon to Epic. The benefit is pretty much nothing for a huge quantity of dil.

That's not true anymore now Epic gives DMG. Epic gives a large damage boost.

I think you misunderstood what I'm saying. Let me say it differently I guess. I said that because if the Fleet Store did not let you purchase at Mk X, the lowest I recall any Fleet item going for in terms of Mk, then you are stuck to start your upgrading at Mk XII, which is always expensive. Granted, starting upgrade attempts at Mk X isn't exactly cheap either.

While true, its still neglictible considering the costs. Warp cores aside, the bonus of anything brought to epic pales in comparasion to the post.
And given my experiences since the patch, the dmg-boost are either not correctly working, or some people really are exagerrating the effects. Especially the whole "better than CrtD^3"-Thing, though that is logically true for low CrtH-Builds.

Maybe we are both not understanding each other. Upgrades from MK XII to MK XIV just for the level upgrade are the same for all weapons -though its been some time since I tested it. Only rarity-upgrades are influenced by the MK-Level (or rather the possible upgradecost for an rarity-upgrade).
If you neglect the rarity -which is a wise move for anything starting at UR with the exception of warp cores- they are cheap to upgrade. Not to mention they are cheap and easy to come by and already have four modifiers.
Given I am one of those who hunt dps -or have hunted- not even my Scimitar features full epic weaponry (I think I have 3 epic weapons). The only epic things I have are warp cores and embassy consoles. Even now the dmg/acc isnt really an incentive to burn dilithium.
Well for Adv Fleet weapons you can get either accx2/dmgx2 or acc/dmgx3. As far as upgrading goes reputation is the worst of the lot, fleet gear is actually very inexpensive to upgrade at higher levels even though it is still way more than upgrading a low level mk II.
It is actually cheaper dil wise to buy a mk x embassy or mine console and upgrade it than it is to buy a mk xii.
Fleet gear is still competative. I suggest they be used to fill any gaps while you collect the equipment desired for your build. If you use them to outfit a fresh level 50 you will have an effective base to build upon while grinding your last 10 levels. If you are concervative with your resources and plan a path to your goal the end result will not be too far off the mark.

I was Klingon before Klingon was cool.
Ok guys, based on this discussion could somebody give me advise pls for my kdf toon flying a 25-30k recluse in average teams pls?
I still use my “old” Crit D x 3 banks and currently question if fleet guns, lets say elite fleet disruptor crit d dmg x 2, would mean an up or downgrade? All weapons I’ll consider on this toon will be brought up to mk14 but never ever rarity upgraded cuz the char isn’t worth that much to me.
A lot means to get cirt H (and D) up have been taken on the build but I encounter limits on a recluse flown by a KDF sci char. (2 sup operatives, 3 Locaters, Borg-, Romulan-, Tacho-, Bioneural- consoles, Reps +H & D selected)
Now, from Crit D x 3 to Fleet elite Crit D DMG x 2? Or advanced perhaps? Additional DMG mod.
Main activity of this toon is playing borg space stf if fleeties happen to want to play kdf side.

I would stay with CrtDx3. Considering you already have CrtH-console, in my opinion and experience they are still superior to fleet weapons. Especially if you need to buy new fleet weapons. Considering fleet weapons, advanced weaponry are still superior to elite weaponry in PvE either why, as usual you either slash through shields fast enough or circumvent them -more or less- entirely.
With the exception of an Omni-Directional AP Beam, all my weapons are the Fleet variant. I've upgraded everything to Mk XIV Epic. Granted, I'm not much for PvP, but I do well in PvE.
I was recently able to put together a 12k sci pathfinder build using only adv mk 12 fleet gear.
And i'm sure people who know what they're doing could do much better.
Fleet gear is great, reasonably easy to get, and viable for anyone not just chasing big numbers.
Not that there's anything wrong with chasing big numbers.
Science builds tend to be partgen/debuff heavy, this does not surprise me

I am no means an expert but I would guess if you're 20%+ CritH I would sick with CritDx3 if not you may get a boost with Fleet Weapons.

Thx for the advice. This is very much appreciated.
Are there any discussions or info around what exact Crit H rate the favour between Crit D and DMG on the gun mods begin to shift under current meta or is it to early to tell?
It should also be noted if none tac crit consoles like the tacho or romii wouldn’t be worth it as much as before because DMG becomes a portent option on beams it would leave room for perhaps other decent stuff like more plasma explosions, flow caps or things to augment power transfer rate.

As long as you dont want a max. dps-build, they are viable for any build.

Fleet engines and deflectors suck hard.

I believe this sums it up nicely. The DMG modifier difference with CRTD with the current buff merely shortened the gap.
Both are still viable before and after the DMG buff. But still only one is optimal.
The problem with these builds is that it is not the weapon modifier who is at fault. Merely the player choosing to stick to those kinds of builds.
