The funny thing is, while time travel would scramble the Iconians' brains, the Krenim weapon seems like it's something that someone who can't time travel could use. Because, as some have noted here and the devs have noted, the Krenim weapon doesn't time travel.
However, that said, something I think Cryptic missed is that the Krenim weapon IS a time ship that is capable of time travel. The guys using it in "Year of Hell" were from 200 years in the past and, more importantly, it uses a T-core in place of a warp core. Temporal cores or T-cores were established to be the source for Temporal Displacement Drive, engines that propel a ship through time rather than space.
But the big gun thing itself is exactly what someone who physiologically can't time travel would need to use to muck with history.
So, really, the Iconians should just say "Thank you" and open a gateway to the bridge of the ship upon our completion of it, commandeer it, and use it to wipe out Qo'noS and anyone who bombarded Iconia.
