Why always a full team ?

Why when doing an STF do we always have to have a full team of 5 or whatever it is ?
Why can we not create our own private sessions and then start the STF with whatever number we want to ? If people want to try and solo, then why can they not ? If we want to run with 2 people, then why can we not ?
I am not on about the regular Pug Q's, but privately made ones.
Of course you can get a full team and get people to warp out on start and so on, but would be awesome if we could get an option like this.
I really cannot think of a single reason why ? It would be far more of a challenge than any of the STF Q's right now and also allow us to avoid picking up really poor pugs.....
