Starting new Fleet w/ rewards for participation and contributions

I'm look to start a fleet where you are actually rewarded for participation. I've seen too many fleets where members who put in effort are ignored. This fleet will actually reward contributing members. I want to have monthly giveaways worth $20-30 to keep people interested. All discussion regarding structure, website, teamspeak or alt, giveaways are fully open to discussion. If any of this sounds interesting please PM me.
