I have it and if you have your entire team around you within a certain distance, you can reduce CDs for most things up to 60 percent... meaning you can beam in another redshirt team if someone pops tac initiative before you pop Chrotion jolt
considering that this was a bloody awesome exploit and tomorrow is Wednesday, yeah I'm thinking this got them to rush the other patch to repair the spec point box.
oh this group posts the videos of what are clearly OP exploits. They posted one of this guy oneshotting the boss on that mission where we discover where the troop transports are going... well, he oneshotted the boss and the mission failed. They were trying to point out how overpowered it was... rather than fix the OP abilities, they just changed the code so that if you do oneshot the boss... it doesnt end in failure

Where, exactly, should I go to get this news in a timely manner?
Well, first you have to log into the STO forums and go to General Discussion. There, you will find the thread that discusses the patch found by KDF players. Once you go to the KDF sub-forum, you'll need to enter in the passcode of the week (in klingon) to the gatekeepers of knowledge. They work undercover as regular users, but you can identify them by noticing they say a particular noun three times within their forum posts. You say that word to them in a private message, and they'll give you access to the STO Patch subreddit of the STO subreddit. Once there, you ping a moderator with your in-game name and handle and the name of the key grip for Star Trek IV: The Voyage Home. Within 30 seconds, you will get an automated message in your Reddit account that will give you instructions on decrypting the patch notes.
You'll then need to Google maps and type in your zip code and hit Enter. Go outside and walk exactly 45 feet to your left and use your smartphone to take a picture of the sky at night. If it's overcast, this will not work, which will require you to go to Plan B (I will cover that later). Point your camera to magnetic north, rather than true north. Send the picture of the astral alignment back to the moderator and a jpg format screencap of your google maps location, who will give you written instructions on acquiring the cipher for the decryption protocals with the name of a supermarket in your area.
Go to the supermarket and pick up three leeks. Spin the first leek around with your left arm going counter clockwise and break it in half. Measure each half of the broken leek to the others and write down the measurements (metric). Send these numbers to the customer service representative. Her name is Pam. She knows about the patch cipher. She will give you her Twitter account name and return the measurements you took.
Log into Twitter and follow Pam's Twitter account. She will send you a link to the encrypted patch notes which is on a website you need to log into based out of Iceland. To get past the login screen, use the number of Twitter followers Pam has as a login name, and the measurements you took at the supermarket as a password.
You'll receive the encrypted patch notes there. Pam will get a message in her mailbox stating that you've received the encrypted patch notes. She will give you a facebook link that goes to the secret STO facebook page run by the Codemasters. They will require a sacrifice of a virgin lamb. Drip the lamb's blood over your dominant hand and look up at the sky and say "Kurland here!" in reverse three times.
The skies will open above you and lightning will strike your monitor. The cipher will cause your monitor to glow with the fury a thousand targs briefly, so turn your eyes away for a moment. When the light dies down, you will see the cipher. Click it and the patch notes will be decrypted.
*Plan B: Use Google maps to find Pam. They know who she is, too. But you'll need your blood type and the names of three STO forum members who can vouch for your worthiness of the patch notes.
A bit of idle speculation here in this thread. This week's patch is being applied tomorrow because Friday will be a day off for the Fourth of July holiday in the United States for Cryptic and many many other businesses.
They are fixing up the problem with the FE Weekly Reward that occurred last week making some wait seven days from the first run of the FE instead of just making it available after the weekly patch. Will be available on July 2nd for everyone regardless of when you got the Second Week's Special Reward.
They are also fixing up the T6 Arbiter and Fleet version not being able to equip the Cloaking Console.

Not sure if you are referring to me or not, but there is no conspiracy. There is the fact that this thread was started over a half an hour before either the official forum post or the blog post, not to mention that none of them were created in a timely fashion. Are we to believe that Cryptic waited til 6 PM on the Tuesday before the 4th of July to give themselves a long weekend? If they run on as tight of a schedule as they make it appear, the knew this was coming.

If it is an emergency maintenance (as it seems to be), then expecting it to be announced more than 12 hours in advance is unrealistic. Not having that advance notice may be inconvenient, of course, but the best-laid plans of mice and men gang aft aglee.

Patch notes are in the News Section. The Patch Notes for June 18th are also only there. They should add those and this one to the Release Notes forum as well. This one is all fixes for the Players.
The one for the 18th included fixes but also included one to take away Mark Bonus Weekend rewards from the turn in of birds and monkeys. That one was a WTF, worried about giving out extra Marks four days a year? It was also never noted on Tribble/Redshirt Patch Notes.
Generally, Patch Notes have been fairly last minute as of late. So we really don't even know until the night before if they are even making updates the next day.
