Edit: However they seem to be updating Tribble as I write this, so maybe we'll get Fleet Provisions in a bit.
Looks promising but there isn't really anything to "test" yet.
I can't answer using the options above. This will be a must have holding due to the powerful nature of what it offers, but I don't really like that fact. I was hoping for more control over crafting, and instead what it gives is just more bonuses and abilities.

What do the new deflectors do?
I was hoping for something that will finally let us take control over random modifiers on crafted equipment.
When do we see new schematics?
Or the Ability to raise the crit chance for the "premium" consoles above 50%?
... or a skill that allows us to influence modifiers?
Btw: the Shield R&D DOFF is still useless, after nearly one Year(!!!), as the only special Part in the "Shield" Branch is the AEGIS-Shield, and for these you need one of the elusive AEGIS-DOFFs.
Calling the new holding "the perfect location for R&D of all types. As such, this facility will offer many new opportunities for players to explore and participate in the existing R&D System in entirely new and rewarding ways" is grossly missleading, currently the benefits a R&D-crafter would get from the holding are neglectable.
From a "perfect location for R&D of all types" i would expect
-New schematics
-options to influence the crafting process (odds for crits/modifiers and crafting timers[for example: a 10% reduction of the timer/per holding tier])
and maybe even stuff like the options to reverse engineer lockbox weapons, but i guess that is either too complicated or totally undesired.
Many of the items aren't even in there yet, so this is more than a little premature.
