Were the color changes in Delta Rising intentional?

Back in September 2014, I reported on Tribble that all the colors had changed in Delta Rising. I reported the same bug again on Holodeck in January 2015. Neither of these bug reports seems to have received any attention.

The color change affects player characters, bridge officers, NPCs, the environment, and static backgrounds in windows. It does not, however, seem to affect UI elements such as buttons, sliders, and other UI controls. With that exception, every color in the game has shifted toward the blue end of the spectrum. At first, I also thought that the colors appeared darker, but now I think that's because our eyes perceive blue as darker than green or red.

The change in lighting can also be seen in the tailor: it affects everything from skin to clothing to the background.

The images above also show changes to the female body models: narrower shoulders, lower chest, and shorter and wider waist. But the body model changes are independent of the changes in color to skin, clothing, and the background.

The change in lighting can also be seen in the dialogue window. Notice how the background appears darker or bluer in Delta Rising.

And before you ask, I am quite certain that the color change is not due to a difference in my graphics settings. I checked before I filed the bug reports: same graphics settings, same hardware, same driver.

The "blue shift" has been in the game for months now. Is it safe to assume that's how colors are supposed to look now?
