The playable Flight Deck Cruisers in STO are the Orion Flight Deck Cruisers, the Daciot, Maruader, Corsair, The Voth Bastion Flight Deck Cruiser.
They're simular to Dreadnaught Cruisers, but Flight Deck Cruisers have abit more of a focus on they're fighters, Dreadnaught Cruisers on they're firepower, and Flight Deck Cruisers have the shield boosting command and I think Dreadnaughts have weapon buffing cruiser command instead.
Also Command Battle Cruisers are like the love child of a Flight Deck Cruiser and a Battle Cruiser, with extra command abilities on top. Both have a hanger bay, and the attract fire and shield modulation like a Flight Deck Cruiser, and the Starship Ability package and Cloak of a Battle Cruiser.
I'd like to see a T6 verison of flight deck cruisers, Federation/Romulan/Orion (KDF).
Would anyone else like to see this.
I know Command Cruisers are simular, but they're not the same, and I'd like a T6 Orion ship.
The only difference between the FDC's and the Command Cruisers...the only thing that sets them apart is the fact the command battlecruisers can use Duals...otherwise they're the same. Same Cruiser commands same hybrid options...they're the same pretty much which more play styles open.

There was a leak a while ago for a T6 Orion flight deck cruiser. It's impossible to tell how long it will take for it to arrive though.
This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.
The only thing I could find is a rumoured leak of a T5-U Fleet Retrofit of the Daciot Flight Deck Cruiser, which would be cool. Still the fact that they're working on Orion Flight Deck Cruisers at all is a good sign.

T6 Excelsior is inevitable.

I think he may have been refering to the B'rel, the KDF beginner ship and the T'varo, both of which are getting a T6 verison, personally I don't mind as long as I get a T6 Orion Flight Deck Cruiser.
Instead of Flight Deck Cruisers, which technically Romulans don't get, you could have the T6 Scimatar released with a federation flight deck cruiser. And I'd make the Federation FDC a Tellerite ship since people have been asking for one for awhile.
It's unfortunate the Command cruisers ruined the (curious for STO) relative integrity of cruiser classifications.
I'd have loved them to be Flight deck cruisers. They'd have to get FDC ship masteries and lose the D(H)C capability.
Of course I'm always for new Orion, Gorn, Nausicaan, or even Ferasan and Lethean ships.

Perhaps a mix of low level specialization, or perhaps ScottStaten's CAG idea or something simular, or a Pirate Specialization.

Less Command Hybrid Stations in this game, the better. Command is just horrible.
Actually if you choose wisely a command has a few abilities that go well with Hangar Pets. Like Consenstrate Firepower could grant high yield torpedoes to my Elite Slavers for example.

I doubt the supposed T6 Orion FDC will be a "Premium Ship," i.e. Lockbox/Lobi/Promo Ship. Those ships are Cross Faction but the Orion ships and playable race is strictly in the KDF. Also, if you take a look at the BOFF seating of T6 Premium to Non-Premium Ships, you'll note only the Premium Ships have Limited Multi-Specialization access.
So this leaves the T6 Orion FDC would be either a Full Specialization Ship (my gut feeling says no) or a Non-Specialization Ship. My guess is the Non-Spec route is more likely. So Lt or LtCdr Hybrid Seat but no multiple specialization capability like the JHSS.
Whether the seat would be Intel, Command (Lord I hope not, that's awful), Pilot, or as you say, a new Spec.

I think Tier 6 canon ships are inevitable. Leading up to Tier 6, Cryptic continually made more and more canon ships viable for endgame. They will do so again.
But non-canon ships? I am not so certain. Especially if it's KDF or Romulan. The market might just not be there for it.
I still would hope on it. At least for the Gorn Science Vessels. I liked their looks.
I like the TIer 3 or Tier 4 versions more than the Tier 5 version, though.
Star Trek Online Advancement: You start with lowbie gear, you end with Lobi gear.
Why would command be so bad, Concontrate Fire in particular would be good, it would even give your hangar pets a chance to fire off a high yield I torpedo.
