She's seems to always be on the dance floor and is listed as a Vacationer (NPC).

Can a player do this? I cannot seem to find the skirt / top combination that allows this look or anything like it.

The top look like it might be from the Alt U and the bottom could be - Talaxian skirt? Maybe?

TIA

From what I know that skirt is apart of the Romulan survivor uniform.

as for the top I've not seen it on my toons so not sure tbh.

Top looks like mirror universe female top (uhura), and the romulan skirt

Yep, that's the TOS Mirror Universe top with the Romulan civilian skirt and bare feet, so no, you can't wear it. You can get close by buying the sling halter on a Romulan and using it with the skirt as an off duty outfit (no word on whether these bikini tops being available in off duty is intended or not, so do it soon if you want to, just incase).

And this is exactly the reason WHY it's frustrating, to have so many restrictions in the tailor. Not only we're so limited, but these things are constantly rubbed into our face, when we see NPC's wearing outfits we never can, this being just one example out of many. This is one of primary reasons I've been trying to fight for more-free hand tailor.

You know another thing that REALLY grinds my gears? Over at the promenade, just outside near where the sand castle NPC is, there is a female NPC leaning against a wall.

She has a dialogue that she repeats if you're close enough, and it appears in a little text bubble. To paraphrase, " Oh the swimsuit? ... Yes it's the latest fashion" ... What's so grating about this, is the fact that it's NOT the latest fashion at all that she is wearing, and in fact is not even available for players to purchase!

What they need to do is have anything with a "swimsuit" as the "base" clothing item restricted to Risa, but allow us to use pretty much any/all items along with it, so that we CAN have our own creations and combinations.

I wonder if that silvery looking sleeveless shirt/vest you see on some NPCs on Risa can be added to female clubwear?

Just to add fuel to the fire, I ran my first toon through one of the later missions in the Dleta Arc, and what do I find? A room full of NPC's wearing uniforms I cant! And I want to! To be sure ther are some missing ones, the Talaxian, because we can already get that one, and the Hierarchy, because, well, it's awful (except perhaps to those players that always wear enviro suits)

@bendalek And that's exactly my point I've been trying to make in the topic I created, as far as costumes go. There's no doubt the costume assets take a lot of work, and we're not even allowed to use them. Both it feels as if rubbed into our faces in a way, telling us 'you can't make this, but we can' - which is, again, I feel a wrong impression and poor advertisement - as well as imho, it goes to waste. Who do they create the artistic assets for, if not for the players, to enjoy them and use them? :(
