All sounds cool in theory but its probably worth considering that in order to make jetpacks, shooting, and territory control good you have to build something like Firefall, Tribes, or Section 8. STO can probably only hand 2/3 [and not every combination of 2/3 at that]. So focus (here on territories and combat).
But once you have focused you run into a pretty major conceptual problem. We already have a battlezone set in the ruins of iconian civilization (complete with ruined skyscapers), the first one. Cryptic would need to try very hard indeed to make Iconia as a battlezone setting distinct from the Velociraptor hunting fun-land, and also to make it feel like a step up from a bloody dyson sphere (Kobali tried by going the complete opposite direction) or that said Kobali prime.
Personally, I'd like to see a ground battlezone added to the game after the current plot arc is resolved in S11 or S12. Wrapping one into the current season doesn't seem to me like the best use of limited opportunities (for there are only so many battlezones you could add to the game before you over-saturate.) Defera invasion revamp perhaps?

According to the rotation, we need a new space battlezone. Perhaps maintaining control of the entrance to the Herald Sphere. We already have zones inside Dyson Spheres, so why not outside?

To me that seems like a better episode. A zone is best done where there's a lot of things that should get done but no pressing need to do them now. With an enemy at the gates you have an imperative situation and a tone quite unsuitable to be the basis of an open-format PVE map (there's no narrative room to make use of the space). Ditto for being the invading army. Its all PVE material (hence the Herald Sphere as a PVE. Cryptic does occasionally get it right on the money.)

I think there's no battlezone in this season primarily because of the nature of who we are fighting.
Dyson Sphere ground battlezone made sense because we were fighting the Voth for control of the sphere.
Undine Battlezone made a bit less sense considering the Undine have their own ways of getting to us, but they were trying to take the sphere over too so we wouldn't have the power to fight them off.
Kobali battlezone lacked the idea of zone control that the previous zones lacked. it was more of a story progressed fight.
A battlezone usually indicates some sort of interest that warrant an enemy wanting to stay in one place and fight. The Iconians don't stay in one particular place (as we know why) so there's not much of a reason to create a stationary battlezone.
Well there is always hope in getting a 10.5 update I guess?
I must admit I was a bit disappointed with the lack of one this time around. I love the dyson, defera and kobali ones.
Think I prefer the territories capturing one but it would be cool if they could make on maybe a fed planet that is being invaded or something like that.
I'm sure I heard in a dev interview (might have been geko?) that we won't be getting one this time around.

Even for Cryptic, a BZ is pretty basic since Season 8.
