How about pulling it back some and get a solid base in ideas about tanking before you go full tilt on tac and command abilities?
I'm not trying to toot my horn here, I realize there are a few errors I still have to clean up, but it's probably easier to explain if you check out the videos I put out so far. It will go a long way to helping you settle in on some things.
After watching the videos, what's coming should make some sense.
I recommend some big changes.....
Respec and put at least 3 points in threat control, preferably 6.
Take points from projectiles and spend elsewhere, like attack patterns, driver coil and batteries.
Drop the torp. go with all beam arrays.
Get tier 2 of omega rep done and get the kinetic cutting beam. It makes a nice 2 piece set with the assimilated module.
Get at least 2 romulan embassy science threat increase (+TH, +PLA) consoles.
You get very little boost with even a 2nd neutronium so try to use 1. Recommend a fleet dil mine neutronium console for the hybrid boost.
LT Uni TAC BFAW1, APB1
LT Tac TT1, BFAW2
CDR Eng/ COM CF1, CF2, EPTS3, A2SIF3
LCDR Eng ET1, ET2, EPTW3
LT Sci/ COM HE1, ST2
2 conn officers for tac team cooldown
2-3 DCEs
1 Development lab scientist
1 conn officer for attack pattern cooldowns if you can swing it or already have one
I'm not sold on concentrate firepower being the best option of the command abilities at ENS and LT levels, but it should be decent. Maybe you can use overwhelm emitters decently, though the narrower arc than beam arrays limits your movement during battle some to keep it on target.
Run tac team, EPTS, EPTW and BFAW as often as possible.
I know it is a lot of changes, and it may take some time. Map out goals for specific changes and work on those a small goals until you complete one, then go to the next one.
Tanking is not an easy thing. It's a weird hybrid that maximizes threat generation, but still has to take the punishment and dish it out too.
