Why are Board shorts not off-duty?

With todays patch we can use the new,, colorful Aloha/Hula shirts as off-duty outfit. But why not theboard shorts?
THey are not too short and we also can use the Beachcomber shorts as off-duty. But the Beachcomber has only the standard colors so it doesn't fit witht the Aloha shirts.
So since they don't fit in the classic spedo/Bikini category why can't we sue them as Off-duty too
I see no reason why we can't wear the full outfit like "Thomas Magnum"
