DOFF Prommotion

I'd love to see a system where doffs can increase their quality through some sort of promotion system. I've got several great doffs in my roster who just won't die, no matter how bad the mission ends up as, and I'd love to see the R&D Emergency holograms get promoted to at least green, given how much abuse their handed.

There is an option to reassign underperforming officers at the academy for starfleet and for the kdf.
