I just got the Sarr Theln carrier for my Delta Recruit. I know the frigates are stronger, but do they beat out 12 fighters firing at once for DPS?
Or is it the extra strength, keeping them the fight longer, that makes frigates the better choice?

I have never actually parsed the Frigates vs Fighters as far as DPS goes, but I have used both and I can tell you that the Frigates last WAY longer then the Fighters.
The Frigates have Cannon Rapid Fire and Torpedo High Yield vs. the Fighters which just have Evade Target Lock. They both get the Tachyon Beam and the Flanking bonus. The advantage to the Fighters is that you can have 12 of them at one time. In my experience though, I very rarely had 12 of them on the field at once. They blow up so quickly it just seemed like I was constantly trying to build more. I like the Frigates because they have better abilities and they stay on the field.

I actually think the Plesh Brek Raiders are the best hangar pets I have ever used outside of maybe Elite Romulan Drones. They're really really good.
I like my frigates, not just for survival but also because they bring full-sized weapons and, in the case of the Plesh Brek frigates, the nasty NPC version of Tachyon Beam. Excellent pets.
That said, something seems wonky with the pet AI lately. They move at little more than maneuvering speed, just kinda hang around firing their turrets, using other stuff if in arc but not pursuing property, stuff like that. I wouldn't go spending any dil on pets right now, just stick to the basic models till whatever gets worked out.
The last I heard was that there is almost no difference between Rare (Blue) Quality Pets and Ultra Rare pets except cost.
There was a massive nerf to Carrier Pets several months back and testing afterward revealed that after this change all pets were almost exactly the same level of effectiveness. I would only go with the Elite Pets if you have the resources burning a hole in your pocket and don't need anything else.

It appears the Elite version loses a turret and only gains the Breen energy dissipator ability.....
* Tachyon Beam I, Cannon: Rapid Fire II, Torpedo: High Yield II from elite variant are exactly the same as dilith store variant although the wiki page could be outta date, I don't remember any changes to the Plesh brek pets a screen shot of Elite Presh brek from fleet stores would be helpful if wiki is in error.
Still using the EC variants on 2 breen carriers atm and they do fine much more staying power although sometimes i will mix hangers for 1x plesh brek, 1 chaos fighters for kicks :P
