Number one my elite fleet covarient shield seems to just melt when coming up against most PVE target. Ive been told it needs updating to lvl 14 but i was wondering if its worth upgrading that or buying either an Elite fleet resilient shield or the adapted KHG shield and update those or even the borg regenerative
Are fleet elite disruptor weapons still relevant and worth the extra resources over the advanced versions?

Upgrade system is because you want to, not because you have to. And Elite Disruptors are still just fine; there's people out there rolling with Mk11 [dmg]x3 tetryons and still taking names. Ever more emphasis on [Crtd] mods of course, but Fleet weapons are still quite useable.
A2B is still viable when you want something simple and to run on the cheap, especially on engineering-heavy ships. However with the new Starship Traits, there's now lots of other ways to reduce CDs as well without killing your aux if you're willing to spend for them. Don't know how long you've been gone, but if you weren't around for everything thats happened since Delta Rising, you really can buy power now.
What enemies are killing you? Tachyon Beam got a pretty significant buff a few months back, and so some enemies just devour your shields no matter what you're using (Borg especially) and you have to hull tank more than before. Vaadwaur and Heralds also pack more dirty tricks than older enemy types, but with the right counters they're more a nuisance than a threat.

But yes, what he said. Pay close attention and even enlarge all your debuff icons so you can read them.

Best thing to do these days is hull tank.
Brace for impact - doffed
Aux 2 dampeners - doffed
Polarize Hull - one copy will do
Hazard emitters for hull heals, or engi team to heal and remove disables.
Transfer Sheild strength and/or EP2 sheilds (for some sheild resistance and shield heal);
Try getting Rock n Roll from the pilot tree for some serious immunity action and res buff.
Pilot ships are nice too, the maneuvering barrel rolls provide immunity for a short time.
So remember, Immunities, and hull tanking. You don't even need neutroniums for the resistance, as Brace for impact doffed and aux to dampners doffed provide amazing resistance buffs on use.
Those doffs are also reasonably priced on the exchange...try em out you won't be disapointed.
Just for comparison I run max weapon power, min shields, min engines, rest aux.
I'm pretty tanky even with those settings.
No need for high shields. Put it on your Aux power, to buff up your heals, and boost sci ability damage.
I'm well into my bops and again I find them extremely satisfying. For instance I can tear through any of the content in my t5u mogai but it gets boring. Stuff dies that quick there are no tactics involved and no sense of achievement after coming out the other side of it.
I can't really afford to get a fleet norgh but toying with a t5u bop I can get a fleet brel for 1 fsm so was toying with that but it never seems to do as much damage as my mirror bop with beams and cannons
I have to wait until the 16th until I've been a member of my new fleet before I can buy stuff I've decided to get myself a fleet resilient shield and work on some of these new reps
I've already installed the things you've recommended in aux to dampers and polarizer hull and switched my already attained space traits to heals instead of damage
