I am only at the start of the mission, but it sounds like these guys keep a low profile while serving the interests of the governing power of their respective world
I see it more as Kahless' version of Sam Huston's Texas Rangers. Basically a private army of the Emperor who doesn't answer to the counsel only to the Emperor. Basicallg more akin to the MACO then to Section 31. Think Seals or better yet Delta Force. They don't work outside the system but inside it, they get their Intel from Klingon Intelligence, but do things that normal Klingons wouldn't do to honor restrictions.
Don't forget, they added Lesbians because they couldn't think of any relevant plot devices that didn't take a dump on Klingon culture by suggesting something as silly as 'Klingon Love.'
I think it's just the Emperors personal SAS or Paratroopers regiment.
Norway and Yeager dammit... I still want my Typhoon and Jupiter though. JJ Trek The Kelvin Timeline is just Trek and it's fully canon... get over it. But I still prefer TAR.
