dunno. Drop the game directory worked for mine but I am on steam. Arc may be more stubborn.
For arc it has to be in its right place in c:\users\public\games\cryptic studios before you install arc itself, but it also isn't picky. You can also skip arc entirely and use the old launcher that's still in the folder.
If you copied your old install directory, you can play the game by just running the .exe file in that directory. The game will run without Arc and play just fine.
As for using Arc, try launching the game and under 'Options' on the launcher, click the 'Force Verify' button and launch the game.
This will cause the launcher to verify your game files, this process should show the launcher that everything is there already.

Are you sure it's redownloading; and not just going through and verifying? I ask because i've done what you've done twice (installed the base game for the registry entries and then copied over my backed up game directory - and the first time I run the launcher after that it goes through the directory and re-writes some index files and other things - but at Hard Drives access speeds, not internet DSL/Cable speeds - it's not redownloading anything at that point.
(That said, I never have and never will use ARC to install STO, I reinstall from a Disk let it update the launcher, then cancel and copy over my backed up data and launch again)

I used my original STO disk, and it only downloaded 11.5 gigs. Maybe you can find a copy on Ebay and bypass Arc?
