Overwhelm shields 3?

I saw this training manual in the exchange :

Overwhelm shields 3

All damage to marked foe triggers :
To ally : 50% of damage as shield regeneration
To foe : 50% of damage as shield drain
Can only trigger once per 0.5 sec

Sounds pretty sweet but I can't find any where to train my Boff with it. There's Overwhelm emitters which is weaker than this version but I've bought the shields version and I'm hoping I can still train it.

Ive got a horrible feeling I need to massively level up my command spec before I can use it.

If you're trying to train a Bridge Officer in it, you'll have a long wait..

Overwhelm Shields is a ground skill.

No worries man, we have all made at least a similar mistake at some point.

I just hope you didn't pay too much for it if you can't use it.

The ability should really be called Overwhelm "Personal" shields.
