i recently spent 200,000 fleet credits to get the bortas, casue i didnt want to spend the money to get the bortas. i outfitted my bortas with the set i was running on my malon battleship. equipment is being replaced with either the jem'hadar set or the breen set, which ever appeals to me the most. the disruptors are also slowly getting replaced with the resoating disuptors. i would like suggestions on it that wouldnt require me to spend my life savings or "michael Bay" my bank account

I'd look at the Solanae set from running A Step Between Stars a few times. Its a very good set on par with some of the Rep gear and its free.
If you're gonna pick up the Resonant Disruptor set, may as well switch to transphasics to use the bonus the tac console gives. I don't know what the 3-piece is off-hand, but since a lot of 3-piece bonuses are kinda junk, you could always go 2-piece (console and array) and then pack a transphasic cluster to save as a big boom when you get a good shot (particularly with how hard it is to turn a Bortas). On the other hand if the 3-piece does in fact kick TRIBBLE, then stick with the rep torp. Either way, you get a transphasic bonus from that set, so may as well use it.
I would spend the dil for the Assimilated Module and KCB pairing. Even if you wanna go all-farmable on the rest, that pairing is just too good to ignore on a beam boat, and its not THAT expensive.
4 layers of armor is overkill, particularly with how the diminishing returns work on armor consoles. I think I'd go 2 max (I run with 1 usually), then put in the Assimilated Module and then maybe a Leech if you already own it, or whatever other clickies or universals you might own. Just depends what you have available.
Skills, Tac Team 3 is almost pointless compared to Tac Team 1 doing the same debuff clearing and shield balancing. Better to use that spot for bigger offense. There's the obvious dual-FAW dual-APB single TT-with-doffs setup, but you could also go APO/APB/FAW/Spread combo, depending on how much you wanna minmax it vs just having lots of toys to play with.
Eng skills, personally I'd drop the ET3 so I could boost one of the EPTx skills. For max DPS obviously you'd want to run Weapons 3 Shields 1, but if you're having survival problems then you could easily run Shields 3 Weapons 1 instead. That frees up the Lt slot where you could run RSP1 for an 'oh TRIBBLE' button if you need that kind of thing, or you could even run a single-A2Bat setup and farm some Technicians out of B'Tran.
Lastly I would look at getting an [amp] fleet warp core, even on a budget. They're relatively cheap and just too good NOT to use.
Anything else I can think of starts getting into the realm of serious farming and grinding, and obviously this isn't that kind of build.
Swap Engineering Team 3 for EPtWeapons 3(to feed those thirsty beam arrays).
The ship is really too sluggish to run torpedos on; especially without any RCS to boost your turn rate.
For Gear, I'd recommend either the Solanae Set or Kobali sets from their respective missions - they don't have fancy visuals, but their performance is on par with reputation sets.
