Herald mob placed, but Bluegill mob spawns

Update: Herald Lt 01 mobs also spawn as Bluegills.

- What I did: Place a Herald Cmd 04 mob on the new ESD map, and a reach marker to trigger it to spawn
- What's expected to happen: A Herald mob should spawn when it is triggered.
- What actually happens: A Bluegill mob spawns instead.
- Note that this is being observed in Preview mode. (Due to a different known issue, this mission cannot be published because it uses the new ESD map.)
Update: Herald Lt 01 mobs also spawn as Bluegills.
