Doing what the op suggests would allow cruisers to finally put the death nail in the coffin for escorts, Bops, and raptors. The only thing that keeps the cruisers from becoming cannons of death ,like the ship classes I mentioned, is the cannon abilities are set high. This setting forces a player to go tactical ship if they want those cannon abilities.
Also beams have advantages yes but they do not punch a hole in things like a set of forward dual heavy cannons do.
I do not believe this is a BOff issue as much as it will further degrade several ship classes in the game, but it will make cruiser captains happy.
Yes, I always found it stupid that cannon abilities were a higher rank than beam ones. But then Cryptic does a lot of stupid things...
This arrangement was originally fine. Back when this game was Escorts Online and DHCs were the undisputed kings of the game. For Cannon abilities to start at Lt was justified, IMO.
But it's different now. Beams are far more flexible, more forgiving IRT damage dropoff with range. There's no tradeoffs and increasing buffs to the game to emphasize beam use. Cannons have dropped off in usefulness while still being costly in starting at Lt grade abilities compared to Ens grade.
I often wondered why cannon abilities started at lt rather then en like beams. Dropping cannons down to en would make a lot of less tactically oriented ship's viable with cannons, which I think is a good thing.

I realize it's buying the dog to chase the cat that you bought to chase the mouse but...
This could be addressed in different ways.
One of which might be that you could have the ship classes get adjusted cooldowns or boosted efficacy in their native profession.
So while the ONE change of adding lower ranked cannon abilities might pose a problem on the surface, it could be offset in other ways.
In this case, maybe an option would be improved base speed modifier for escorts and maybe linking some form of weapon haste on cannons to throttle.

Tacs nerfed? What? Tacs have only been made stronger and the years have gone on...
As it stands right now, Cannons have almost every DISadvantage when compared to beams; Arc, range, overcapping, BOff seating, etc.
Beams would still be the de facto choice for everyone (thanks to FAW, arcs, and overcapping) but PvPers and skilled pilots using Cannons. All it does is open up Cannon builds to more ships and give more people a chance to use them.
How would a Cruiser (pick any one you'd like) with Single Cannons outdo a DBB/Omni or full Beam Array Cruiser? It would never happen. Sorry, but what you're saying is wrong.
Consider the "Cruisers" that do have not only the capability to, but also the biggest advantage of running Dual Heavy Cannons: the Avenger and the Scimitar. 9 times out of 10, if not more, you'll see people using either Beam Arrays or Dual Beams on them because they're just that much better. And those are ships that can use DHCs - most ships can't and still won't be able to use them with this change. It's still just (Single) Cannons and Turrets for most ships, but simply more opportunities to use them.
I was playing an advanced iconian queue today and my elite fleet disruptor DHC could barely ever get past a cruisers shield healing and debuff spam. My DHC, turrets, and spire consoles were all mk XIV. So i'm all for this buff OP is proposing.

Did you see if there was an Energy Gateway healing its shields? It's one of the many reasons FAW or CSV are golden in the iconian queues.
