No. We see a possible future that has a potential combination of circumstances that could come about in any number of timelines. Just because Archer saw that timeline doesn't mean that nothing in that timeline can happen, it just means that that exact sequence of events will no longer happen.
And IIRC, Daniels only mentioned Klingons being members of Starfleet. I don't think he said that the Klingon Empire joins the UFP.
