Leveling a BoP Torpedo Boat

Ok, I thought about this a little (a very little) and I am seeing how well it works, but I want to know if I'm on the right track. I just don't want to be starting from scratch learning how a torpedo boat might work by the time I reach the B'rel retrofit and its sweet battle cloak.

First off, I'm pretty much PvE only, I've never gotten very good at PvP in any MMO. I glanced at a torpedo B'rel build and took from that the idea of using my current 3 fore weapons as a quantum, a transphasic, and a hargh'peng. My aft weapon is a turret just to keep tracking on a ship or those damned little Danube's and Runabout's. I'm also going for a more science build, I'm an Eng Captain, with two Sci BOffs and a Tac BOff. I haven't played much with their skills but off the top of my head I know I have Hazard Emitters 1, Tachyon Beam 2, Tac. Team 1...and I think the other Sci is Polarize Hull. I'm using the general Torpedo boosting consoles.

I know I should look for the torpedo reload DOff's for my space crew, but I really don't know much of anything else about tweaking ship builds. I think the most "advanced" I've gotten is seeing that since I'm only using a turret and really focusing on torpedoes I've dropped my weapon systems to the bottom and boosted my aux a bit for my tachyon beam, and my shields for survivability.

So what kind of things should I be looking for otherwise as I level up? Is there a better grouping of torpedoes I can use until I can get special ones from higher missions or as rep rewards? What kind of gearing goes into a science build, as far as engines and deflector's and stuff? What kind of difference is there between the various levels of High Yield Torpedo skills?

    A week's worth of views and no opinions? I'll bump just in case :) And I'll add a question of best weapons/shields/plating? I know that various factions of NPC's use specific types of weapons (e.g. Romulans and Plasma, Iconians and Antiproton, etc.) so is there really a "best" of anything, for any ship? I think the Neutronium plating gives defenses across the board, but is it better to swap out for more specific defenses? I notice that Resilient shields have 5% absorb, 5% bleedthrough where everything else is 10% bleedthrough, is that significant enough to affect my shield choices? And is there really a "best" energy type for beam weapons or torpedoes? Or like the armor are there better choices for specific races?
