Does Overwhelming Force proc Solanae Shield Siphon?

Pondering a science build and saw that the Solanae secondary deflector offers a proc to charged particle burst.

If I combine this with the Overwhelming Force ship trait (procs particle burst on beam overload) will a beam overload trigger the Solanae Shield Siphon proc?

I'm guessing maybe not. If not, should it?

    Unless I missed a fix it wont matter if it procs or not. All overwelming force dose for beam overload is add a shiny graphical effect. The actual particle burst isnt applied to anything.
