That's the exact intention. They don't want us to hit Tier ANYTHING on this one because "giving away" Dilithium doesn't suit their bottom line.
Actually, given the plethora of extra sources lately, I wonder if they're trying to exploit giving away Dil to raise actual income.
I mean, if they flood the market with Dilithium thanks to various giveaways, then the "value" of Zen rises, perhaps they figure people will be more inclined to buy than grind - thereby pumping more money into the system.
cryptic seems to be a one trick pony. they keep living in the past (ie, making us replay old missions ad nausium), instead of creating well balanced, good, replayable endgame missions..
I can say I was super surprised (as I didn't see them making us replay missions yet again so soon) to see a mission replay event tied to perhaps the most saught after event..
I really wish cryptic would just get creative, and stop remaking, revisiting, and leaning on all the old missions like a crutch... this game is what, 5 years old, and the bulk of the missions are more than 3 or 4 years old... and they are still pushed as endgame content. I can honestly say I have never played a game where beyond leveling a new toon, that I was stuck playing the same old content for as long as I have in this game..
its time to make changes cryptic.. either hire the resources to keep up with the industry, or sell it to someone who will.. as I have said in the past.. its time to sh*t or get off the pot..
For instance the mission Assimilated. I have played it a lot for the mission reward, a purple kit. The mission is ok, because it is fast paced, combat sequences follow up quickly, no interferences with talking, doing silly tasks etc. However that mission, have played it twice already, is bugged regarding the rewards. You get a blue kit.
That's not a bug. They changed it to give a blue kit on replay.
I've just started the Borg arc, so I doubt that I'll do many of the replays besides Mine Enemy. (Yay combat Horta!)
I am guessing that the bar advancement is based on the point reward of the missions completed rather than number of missions. We didn't make the first one, based on first runs, and that was the slowest moving one so far. Replays reward much fewer points and this thing is barely moving. We are not going to even make tier 1 at this point unless they give us a multiplier.
Another part of it might be: the people with the tenacity/stubbon-ness/obsessiveness to re-run missions in bulk, already have a backlog of unrefined dil, and would rather re-run patrols for spec points on their mains. Meanwhile, the people who need the bonus dil the most (those who don't max out their dil every day/don't have any backlog to refine), don't have the time or motivation to bulk-replay missions.

I already make more dil than I can refine, so while bonus dil ore isn't a slap in the face, it's also not really very motivational for me. It is especially not motivational when it requires re-running missions.
Now, in fairness they didn't say which missions, so complaining about the tedium of specific ones (if I never have to do the Wasteland arc again...) isn't really meaningful--we can always just pick our favorites. But it's not what I'd rather be doing with my time--it's a chore, a task.
I have really enjoyed the Delta Recruiting event so far, and I'm usually the one rolling my eyes at the doom-and-gloom brigade that populates the forums and complains about anything. But I am having a hard time seeing this week's task and goal as anything other than an incredibly embarrassing miscalculation.

If what they wanted was to devalue dil relative to Zen, all they have to do is raise the refining cap. The value of dil would drop, and in the process they'd generate an unthinkable amount of goodwill from all the players who keep begging to raise the cap, not realizing that it's the very thing that keeps the exchange rate so low.
