With the visual Klingon tweaks on the horizon, maybe it's a good time to mention it again: I really would love to have a universal Targ handling kit for my characters. I deliberately choose the bridge options that place a pack of Targs on my bridge, my Negh'Var is named "IKS TarghQuch" and my character sports some scars that from the very beginning I was able to create a Klingon character are meant to be remenants of Targ handling - but us players never got the opportunity to use Targ as combat pets.
We have a mastiff as a device, but that's about it. It's... not the same.

"No. Men do not roar. Women roar. Then they hurl heavy objects... and claw at you." -Worf, son of Mogh
"A filthy, mangy beast, but in its bony breast beat the heart of a warrior" - "faithful" (...) "but ever-ready to follow the call of the wild." - Martok, about a Targ
"That pig smelled horrid. A sweet-sour, extremely pungent odor. I showered and showered, and it took me a week to get rid of it!" - Robert Justman, appreciating Emmy-Lou
I want my Targ, they are so cuddly and soft and squishy...and they will rip your eyes out if you make them made. Targs are like the Pit Bulls of space, I want one!

I'd settle for a cutscene where my Klingon's Jackal Hound gets up, somehow knows that his space bro is in danger, and runs down the ship's corridors to the transporter room, before beaming down and kicking TRIBBLE.
Which class should have the targ as a pet? Or should it be a seperate class of it own. I have no problem that it will be a KDF only thing, a thrue combat pet. With thrue, I mean a combat pet that you can use as any pet class in otrher games, hunter/ranger.

All of them, hence the "universal kit" part. See the Romulan Imperial kit power which is universal and fits in every classes' kits and slots. I once made a thread outlining different kinds of Targ breeds for different purposes one or two years ago, maybe there could be three kits (one slotable at a time) for one offensive, one defensive and one support Targ/Saur.
EDIT: Here's my suggestion dating back to february 2014: Targ handling kits
I wouldn't bind them to Eng/Sci/Tac anymore but instead allow all classes to use the universal pets, but only one at a time.

You can get Targ Combat pets from the mission or Rura Penthe.
That's a jackal mastiff and it's a device which I mentioned in the OP already. Ground combat pets in STO are severly lacking any real options, if you don't count turrets and generators as "pets".

Tweet the deets, yo - what are these tweaks of which you speak?
Also, links if you have 'em.
Apologies for being ill-informed, been working a lot lately.
Come on Shepard keep up!
In all seriousness I would have missed it too, if I hadn't by the off chance decided one evening to venture out into that scary world where trolls and feddy bears lurk!

I would love to see pets take on a more active role in ground combat.
Combat pets would be a start (by pets I mean kits, as we really don;t have enough device slots as it is). Buff pets that give the user depending on class a boost, like a shield buff for tacts, a damage buff's for engineers and a health buff for science. Loot pets that collect loot automatically for you and maybe even have their own inventory would be another nice addition. This is something that would certainly imo improve ground combat.

In the early days, DStahl mentioned several times the idea of Targ breeding similar to tribble breeding. Of course, no sign of that.
How hard or time consuming could implementing a combat Targ be?

I'm all for your lizards, but the pet from Rura Penthe is a Mastiff Jackal.

If everything Dstahl envisioned was implemented...
