So Geko talked about the concepts behind creating the Heralds.... And one interesting but very significant thing... the Heralds are in fact a race native to the planet Iconia. They're not the same as the Iconian race, but they are from the same place.

Yeah as i understood it they are a lower race like apes that the Iconians raised up and hold back a little. Giving them toys they don't really understand but can use to fight us.

Some of the pre-S10 dev blogs relating to the Heralds specifically likened them to the Vorta and the Jem'Hadar, two once-lower species genetically enhanced by the Dominion's Founders to be sentient servants.
