romulan romulan missions

has there been any reason given as to why the romulan faction cant help out on new romulas. its like having people clean and you not being able to help clean your own house. well maybe that's a bad example. but you get what I mean. :D

    New Romulus ground is a level 50 adventure zone. Only 50 plus are allowed there. Once a rom gets to 50 it can enter the zone.
